A Study on the Process of Decision-making for the Promotion of the Private Health Insurance - An analysis of the debates about the expansion of benefits range of the NHI and promotion of the private health insurance

Abstract
Since 2005 the National Health Insurance(NHI) strengthens the socialization of medical expenses through the general and comprehensive expansion of the benefits range. But the financial consolidation strategy of the NHI leads the NHI to basic security program, to promotion of the private health insurance and to selective expansion of benefits range of the NHI for the vulnerable. As a result of the policy change, the characteristics of the private health insurance change from the supplementary type to complementary type. Now the private health insurance pays insurance money for 90% of the NHI co-payment and leads the individualization of medical expenses.
This study tries to analyze the process of decision-making for the promotion of the private health insurance from the perspective of policy network analysis. This study proposes the re-turning of the characteristics of the private health insurance change from the complementary type to supplementary type. The supplementary type of the private insurance takes part in the expansion of NHI benefits range, which strengthens the socialization of medical expenses.
